The June 26, 2008 Board Meeting of the Pleasant Hill Recreation & Park District Board of Directors was called to order by Board Chair Dennis Donaghu at 7:05 p.m. in the Conference Room at the Administration Office. |

Consent Calendar (ACTION)
Upon motion of Hurd/Sterrett, the Board approved the items as presented.
- a) To Approve Bills to be paid, warrants #10766 - #10825 in the amount of $281,841.43 dated June 26, 2008.
- b) To Approve Minutes of June 12, 2008
- c) To Approve Resolution 2008-06-26A, Declaring July as Parks and Recreation Month

Report From Pleasant Hill/Martinez Soccer Association
Representative Jeff McClure said the fall season starts in August, but right now for the summer, they have 2,400 – 2,500 children signed up. McClure stated there are about 130 in the under 5 year old program and they are going into their fourth year with this age group. They use the fields at Valley View with a jamboree format. He said that all the other age group children are on the regular league. He mentioned there are about 230 – 235 teams squeezed on the fields partly because Martinez has fields being repaired and they are sharing the fields. McClure mentioned there will be late registration going on their website at www.phsma.org until September 9. He thanked the Board and staff for their support and said the District is great to work with.
Board Chair Donaghu thanked McClure for his report. Board Member Sterrett said the Pleasant Hill/Martinez Soccer Association provides a great service and with his leadership for the young people in the community. McClure invited the Board to come out on a Saturday and enjoy watching a game. |
To Approve Resolutions 2008—06-26B, 2008-06-26C, 2008-06-26D, 2008-06-26E and 2008-06-26F For The Properties of the Landscape Maintenance District Of Valley High II, Valley High IV, Valley High V, Woodside Hills I And Woodside Hills III Approving The Final Engineer’s Report For the Annual Levy Of Assessments For The Fiscal Year 2008 – 09 (ACTION)
Upon motion of Mitchoff/Sterrett, the Board approved resolutions for Valley High II, Valley High IV, Valley High V, Woodside Hills I and Woodside Hills III, approving the final engineer’s report for the annual levy of assessments for the fiscal year 2008 – 09.

Upon motion of Sterrett/Shepard, the Board approved resolutions for Valley High II, Valley High IV, Valley High V, Woodside Hills I and Woodside Hills III, ordering the levy of assessments for fiscal year 2008 – 09.
To Approve Resolution 2008-06-26L For Properties Of The Landscape Maintenance District Of Landscape & Lighting District #6 Approviing The Final Engineer’s Report For The Annual Levy Of Assessments For Fiscal Year 2008 – 09 (ACTION)
Upon motion of Shepard/Sterrett, the Board approved resolution for Landscape & Lighting District #6 for approving the final engineer’s report for the annual levy of the assessment for fiscal year 2008 – 09.
To Approve Resolution 2008-06-26M For Properties Of The Landscape Maintenance District Of Landscape & Lighting District #6 Ordering The Levy Of Assessment For Fiscal Year 2008 – 09 (ACTION)
The General Manager asked Park Superintendent Lynn Spatz if she received any other calls other than a resident of Valley High II. She had not received any other calls from individuals in other assessment districts.
Upon motion of Hurd/Mitchoff, the Board approved the resolution for Landscape & Lighting District #6 ordering the levy of the assessment for fiscal year 2008 – 09.
To Consider Eligibility Requirement For Fiscal Year 2008 – 09 Refund Application For Landscape & Lighting #6 (ACTION)
Upon motion of Mitchoff/Shepard, the Board approved the eligibility requirement of a 2.9% increase for fiscal year 2008 – 09 refund application for Landscape & Lighting District #6.
To Approve Resolution 2008-06-26N, Calling For An Election For Even-Year Board Of Directors; Consolidation Of Elections; and Specifications of the Election Order
The General Manager stated this is part of the procedure to ask the County to get us on the ballot. It reviews the rules and regulations for the candidate statements and indicated the two four-year terms and one two-year term, which the four year terms will be for Board Member Sterrett and Board Chair Donaghu and Board Member Hurd for the two-year term. The General Manager clarified that you do not have to submit a candidate statement. Board Chair Donaghu remarked that if there is no one running against you and it is not on the ballot, the fee is refunded back to the candidate, but if someone does run against you, then the fee and statement is submitted. Board Chair Donaghu will submit one as well as Board Member Sterrett. Board Member Hurd will submit a statement.
Upon motion of Mitchoff/Shepard, the Board approved resolution calling for an election for even-year Board of Directors; consolidation of elections; and specifications of the election order.

Board Announcements And Requests To Staff
Board Member Mitchoff asked where they are supposed to meet and what time for the 4th of July parade. Katrina Hunn will email the Board the location and time. Board Member Joe Hurd said he will also be attending. Board Member Sterrett mentioned in the past when the Board Members rode in a car, the front passenger seat was empty and family members were able to participate in the parade if there was room. She requested to have her son ride in the front passenger seat if it is possible. Board Member Mitchoff mentioned the new Brown Act and reminded staff about the verbiage that will be on the future agendas to comply with the new government code.
Board Member Sterrett said the mileage will be increasing to .585 per mile. She asked if there were any updates on AirCloud Communications. She stated in some articles that she read, other cities are questioning similar projects and the City of Concord gave up their contract. The General Manager mentioned AirCloud is the second company due to the City of Pleasant Hill had another company initial start the project, but now is working with AirCloud. He said he just received an agreement from AirCloud. He said that on the July 24 board meeting, there will be a contract for Board approval. Sterrett will attend the Contra Costa Special District Association meeting on Monday, July 21. She complimented the staff in regards to a situation with an incident in the park with a teen camp participant. She said staff handled the situation professionally. Lastly, Board Member Sterrett asked if there will be a report from the Land and Facility Development Committee Meeting. The General Manager stated there will be a report at the second board meeting in July.
Board Member Shepard wants to know what the District policy is in regards to new hires working with children and documentation for tuberculosis testing. The General Manager will email back information on our procedures on TB testing. She wanted to have a follow up on the pool heater. She said she had discussions with Matt Galindo with the City of Concord and they have had similar situations and are aware of the heater difficulties. The General Manager will have Aquatics Supervisor Korey Riley report on the pool heater at a future board meeting.
Board Chair Donaghu discussed the article in the Record in regards to the City of Martinez going out for a bond measure. Donaghu stated at the Rotary Club meeting today, he said there was a State of the City talks by City Manager June Catalano and Mayor John Hanecak. He learned from the talk that the City of Pleasant Hill has passed the City of Walnut Creek in terms of per capita income. Donaghu mentioned he learned that David Durant will run for re-election to the City Council.
Staff Announcements
The General Manager made the following announcements:
- The Quarterly Meeting for the Contra Costa Special Districts Association is Monday, July 21 at the Pleasant Hill Community Center at 10:00 a.m. followed by a lunch. Board Member Sterrett, Board Chair Donaghu, Board Member Mitchoff and the General Manager will be attending, but will not stay for lunch.
- The General Manager passed out the audited financial report for the District and the Senior Club with the management letter. He stated it will be reviewed at the next board meeting.
- If you want to buy a brick for the Sprayground, please do so as soon as possible. The last order will be placed by Korey Riley. He said that recreation swim has been twice as much than last year with 350 visitors on Saturday alone.
- The Redevelopment packet on the proposed DVC Plaza and Hookston Station amendments. Board Member Sterrett requested to review the packet and Board Member Mitchoff would like to review the packet as well.
- Kaiser rates have increased 5% for the new fiscal year, which for Kaiser is October 1, 2008 – September 30, 2009.
