Board of Directors Meeting
March 27, 2008

The March 27, 2008 Board Meeting of the Pleasant Hill Recreation & Park District Board of Directors was called to order by Board Chair Dennis Donaghu at 7:04 p.m. in the Conference Room at the Administration Office.

Pledge of Allegiance

Board Chair Dennis Donaghu led the Pledge of Allegiance.

Roll Call

Board Present: Donaghu, Hurd, Mitchoff, Shepard (arrived at 7:15 p.m.), Sterrett

Board Absent: None

Ex-Officio Present: None

Staff Present: Berggren, Blair, Spatz  

Public Comment

There was no public comment.

Ex-Officio Member Report

There was no Ex-Officio report, as it was spring break at College Park High School.

Report From Pleasant Hill Baseball Association

There was no representative present from PHBA to give a report.

 

Consent Calendar (ACTION)

Upon motion of Mitchoff/Sterrett, the Board approved the items with the following corrections in the March 13, 2008 minutes: Mitchoff was present at the March 13, 2008 Board Meeting and on Page 3 “Pleasant Oaks” needs to be replaced with “Paso Nogal Park” regarding the news of the Off Leash Dog Area being closed for turf repair.

  • To Approve Bills to be paid, Warrants #10356 - #10419 in the amount of $218,280.21 dated March 27, 2008.
  • To Approve Minutes of March 13, 2008

To Consider Resolution 2008-03-27 Updating Park Rules And Regulations (ACTION)

Park Superintendent Lynn Spatz reported that the current resolution and Public Resources Code is outdated and is no longer enforceable by the police.  According to Spatz, the new resolution has the correct Public Resources Code number and will allow the police to issue citations in our parks for individuals breaking the park rules. 

Board Member Hurd questioned the parks closed rule in regards to Paso Nogal Park that closes the Dog Area on Sundays, which is not during the hours of darkness.  Discussion followed on appropriate wording of the park closure rule.  It was recommended to add to Rule #1 “All Parks are closed during the hours of darkness.  Use of the Park is prohibited when closed unless otherwise permitted.”

Upon motion of Mitchoff/Shepard, the Board approved the amended Resolution 2008-03-27 Updating Park Rules and Regulations with the change is wording in Rule #1 adding, “Use of the Park is prohibited when closed unless otherwise permitted.”

 

Report From The Personnel Committee

a.   To Consider Modification in Vacation Accrual for Category F Employees (ACTION)

Board Member Mitchoff reported that the Personnel Committee met on March 20, 2008 with Board Member Sherry Sterrett also present to consider modification in vacation accrual for Category F Employees.  Mitchoff reviewed the current practice of the six employees that are affected by this action that are scheduled employees working between 30 – 35 hours per week.  She indicated that these employees receive personal time, however, the personal time does not increase over time like it occurs with full-time employees. 

Mitchoff reported that the Personnel Committee is recommending allowing additional personal time off to be earned by Category F Employees at each 5-year anniversary date, which would be the same as compared to a full time employee.  Sterrett added that this proposal is to reward employees that remain with the District over an extended number of years.  She said that this proposal is a way to honor and thank the employees for their loyalty with the District.  Accounting Supervisor Mark Blair reported that this is fairly standard procedure in both the public and private sector to reward employees for years of service with the agency.

Upon motion of Mitchoff/Sterrett, the Board approved the increase in vacation accrual for Category F Employees to be effective this year and to make it retroactive for employees according to years of service.

Board Announcements And Requests To Staff

Board Member Sterrett reported that the annual Easter Egg hunt was a success with a record turnout in some of the age groups.  She received very positive feedback regarding the special event.

Board Member Mitchoff went by Paso Nogal Park on Easter Sunday and no one was inside the Dog area.  Board Chair Donaghu also said he has made a point of driving by Paso Nogal Park and has also witnessed no one in the Dog Park area.

Board Member Hurd asked if the Board and Staff could car pool to the CPRS District III Awards and Installation Dinner on April 3.  It was agreed to meet at the District Office parking lot at 5:45 PM to car pool to the dinner.

Board Chair Donaghu reported that he and Board Member Mitchoff participated in the Opening Day festivities for Pleasant Hill Baseball Association.  Donaghu said that also in attendance was one of the founding members of PHBA along with former Baseball star Vida Blue and football start Art Thoms.

Donaghu reported the PH Chamber of Commerce is starting a Friday Brown Bag Lunch series.  He also attended the Business Showcase this evening at the Community Center and said it was well attended.  Donaghu attended the College Park High School’s “Every 15 Minutes” program last week and said it was very effective.

Donaghu continues to sit on the Iron Horse Trail committee with East Bay Regional Park District and discussed some issues that they are wrestling with including a program under consideration of “Adopting a Corridor.”  He said it still needs work if they want people to participate.

Staff Announcements

The General Manager made the following announcements:

  • East Bay Regional Park District is inviting the Board to a public meeting to discuss the proposed 2008 Regional Park Bond Extension on Wednesday, April 16 at 7:00 PM at Centre Concord.
  • The District’s Experience Modification Factor for 2008 Worker’s Compensation Program is 70%, which is an outstanding factor in determining next year’s premium.  The District will also receive a dividend for fiscal year 2002-03 for $27,593.
  • The General Manager will be on vacation from April 4 – 9, 2008.

Board Chair Donaghu adjourned the meeting at 8:12 p.m
