Board of Directors Special Board Meeting
October 29, 2009
The October 29, 2009 Board Special Meeting of the Pleasant Hill Recreation & Park District Board of Directors was called to order by Board Chair Dennis Donaghu at 7:02 p.m. in the Conference Room at the Administration Office. |

To Review And Approve Request For Proposal For Professional Services For Project And Construction Management Services (ACTION)
The General Manager stated that the changes and suggestions discussed at the last Board Meeting were made and this is the most recent draft. Board Member Sterrett suggested some additional changes as well as Board Members Bonato, Shepard, Hurd and Chair Donaghu. Bonato asked if the deductible amount should be lowered to $25,000 instead of $50,000. After some discussion, the Board agreed to change the amount of the deductible. The Board reviewed the proposal and scope of services page by page and continued to make some additional changes.
Upon motion of Bonato/Hurd, the Board approved the Request for Proposal 2009E as amended with additional changes discussed. |
Board Announcements And Requests To Staff
Board Member Sterrett asked if anyone was able to make it to the City Council Meeting where they were discussing the smoking restrictions. No Board Members were able to make it to the meeting, but Board Chair Donaghu said he spoke to Mayor Michael Harris who said the City’s attorney will draw up plans showing sites where smoking is prohibited and it will be brought back to the City Council. Mayor Harris expressed to Chair Donaghu that the City Council would like the Recreation District to partner with them on a future agenda to discuss the smoking restrictions the City is proposing.
Sterrett said she saw an article about the Pleasant Hill Instructional Gardens (PHIG) and wanted to make sure the District is following up with PHIG in regards to property line. Board Member Shepard asked what the District is doing in regards to this item. Sterrett said the momentum and support for PHIG is growing and it needs to be resolved soon.
Board Chair Donaghu announced that he will not be at the next Board Meeting on November 5th. |
Staff Announcements
The General Manager made the following announcements:
- He said there is a meeting with the consultant for LAFCO to review the District’s information and Sphere of Influence on November 9 at 2:30 p.m.
- He introduced the District’s new intern Todd Riley who will be working on some District projects and said Riley will be getting his Masters in Public Administration.
- The Principal at Gregory Gardens Elementary sent a letter along with two letters of apology from students that tipped over the port-a-potty unit on the school campus. The General Manager read the letters and passed them to the Board of Directors to review.
- The Governor vetoed the SB 802, which was in regards to public agencies having the retention of major projects changed from 10% to 5%. This is good for public agencies because a 10% retention is preferred.
- The Pleasant Hill Community Awards Night is on Wednesday, November 18 and the General Manager asked which Board Members will be attending. Board Members Sterrett, Bonato, Donaghu and Shepard will be attending.
- There will be a need for a special board meeting on Thursday, January 7, 2010.
