The September 10, 2009 Board Meeting of the Pleasant Hill Recreation & Park District Board of Directors was called to order by Board Chair Dennis Donaghu at 7:00 p.m. in the Conference Room at the Administration Office. |

Consent Calendar
Board Chair Donaghu made one minor correction on page 2 to the minutes of August 13, 2009. Acting General Manager Lynn Spatz made one correction to the minutes on page 3.
Upon motion of Sterrett/Hurd, the Board approved items as presented with the corrections suggested.

Introduction Of New Ex-Officio Member Nasreen Broomand From College Park High School

Ex-Officio Member Report
Acting General Manager Lynn Spatz introduced the new ex-officio member, Nasreen Broomand. Broomand said she is a senior at College Park High School and is very involved with all activities at the school. She is the Co-Treasurer of the Poetry Club; Vice President of the Musical Theatre Club; is an active member of the drama department; Vice President of the Youth Action Club and is hoping to be the President of the Middle Eastern Club. She is a pole vaulter and hurdler on the track and field team.
Broomand said the school year started out well with a freshman orientation where they played games and welcomed the freshman class. She said they are planning for the homecoming where they will have a tailgate party, rally, parade and dance. The theme is “Back in the Day” where the freshmen are Pilgrims, sophomores are Cave Men, juniors are Amazonian and seniors are Greek. She mentioned there are two fundraisers starting up; one at Yogurtland on Sept. 17 with some of the proceeds going to the high school, and a bounce house party for the whole year. When someone rents a bounce house and mentions College Park High School, 10% of the profits of the rental will go to College Park High School. She said every year there is a horror play at school, this year it will be “Frankenstein in Love”. She said she will be auditioning for the play. Board Chair Donaghu thanked Broomand for her report and welcomed her to the Board. |
Report From Diablo Valley Track And Field Club
Board Chair Donaghu announced that the representative for Diablo Valley Track and Field Club had to postpone the report until the October 8 Board Meeting due to an emergency.
To Accept Contra Costa County Certification Of Election Results For Measure E (ACTION)
The Board of Directors shared the success of the election results, and some discussion followed in regards to acknowledging all the volunteers who helped make the Measure E campaign a success. Some suggestions were made, one from Accounting Supervisor Mark Blair who mentioned having a plaque at each facility site that is built from the bond measure which expresses the District’s appreciation and a thank you to all the voters of Pleasant Hill and all the volunteers who helped and supported Measure E. The Board liked Blair’s idea. Some discussed doing a certificate of appreciation and presenting it to individuals and groups, or maybe having a thank you party. Acting General Manager Spatz mentioned having a thank you in the next Spare Time Spotlight. Board Member Sterrett suggested having a thank you message for supporting Measure E on the registration receipts as well. Further discussion followed.
Upon motion of Sterrett/Shepard, the Board approved resolution 2009-09-10A, accepting Contra Costa County certification of election results for Measure E. |
To Consider Resolution 2009-09-10b, Adoption Of Pleasant Hill Recreation & Park District Money Purchase Pension Plan, And Money Purchase Pension Plan Trust Agreement, Restating The Previous Plan, Adopted From The California Recreation Park Districts Defined Contribution Plan (ACTION)
Board Chair Donaghu stated that the General Manager recommended approval of the resolution and explained it is the next step to finalizing the California Recreation Park Districts Defined Contribution Plan. Sterrett mentioned that each District involved will be their own entity with their own plan, which will enable each District to take action and not have to wait on other Districts to make decisions.
Board Member Bonato had some questions and stated that nowhere in the resolution is CRDEB referred to. She said that she had some other concerns. Accounting Supervisor Blair stated that this plan is a “stepping stone” for the CRDEB plan to ultimately roll over all accounts to a PARS plan. Bonato still had some items that needed some clarification and asked the request to be brought back to the attorneys that drafted the plan and to have them make a recommendation. The Board agreed to postpone action on this item until the attorneys can respond to the questions being raised by the Board.

Board Announcements And Requests To Staff
Board Member Bonato had a question about the KIDSTOP agreement with the Mt. Diablo Unified School District. It was understood that the agreement is still with legal counsel for review. No other Board Members had any announcements or requests to staff.
Staff Announcements
Acting General Manager Spatz made the following announcements:
- She announced that there was vandalism at the College Park and Valley View school fields where copper wiring was stolen from the light standards. Spatz has been busy working with Dennco Electric on replacing the wiring so that the fields have lights for the District adult league softball games. She said she just received the invoice from Dennco Electric who is the contractor handling the field lights. All replacement wiring was installed and all fields are complete, even though some games had to be cancelled and rescheduled. Over 1,000 pounds of wire and 6 Christy boxes needed to be replaced. The District’s park maintenance staff will be replacing the Christy boxes under Dennco’s supervision to save on some labor costs. Spatz also mentioned that staff noticed that the lids to the boxes at Pleasant Hill Park fields were taken off and wire was pulled up but not cut. She thinks the vandals/thefts were interrupted. She asked the Pleasant Hill Police Department to increase the patrols in the park and the fields. Spatz said the copper wiring at the Senior Center parking lot was stolen at a loss of about $4,000. Spatz said Dave Peters is looking into security cameras. A security company will be watching the sites until all the Christy boxes are installed and secured because the wire could still get stolen. Spatz said the invoice from Dennco Electric for the College Park and Valley View fields was for $24,000, and they have not completed the projects yet. She said for the security company with their own marked vehicles will cost about $840 a week, and they may need them for two weeks. Spatz said she put in a written request for the police department to increase their patrol at several sites. Some further discussion followed.
- Another incident that Spatz brought up was that a vandal turned on the fire hydrant by the Community Center and caused some flooding and damage in the McHale Room.
- Monday, September 14 at 3:30 p.m. was confirmed for the Board Tour of District facilities and sites. Board Chair Donaghu cannot make it, but the rest of the Board will be there.
- Pleasant Hill Instructional Garden (PHIG) at the Mt. Diablo Adult Education Center is having their open house on October 25 and wanted to invite Board Members to attend from 3:00 – 5:00 p.m. Board Member Sterrett questioned the property line and wanted to know the status of the situation. A landscape architect is working with the PHIG group and has contacted Spatz wanting to put wetlands in the area. Spatz also mentioned that an arbor is being built on the property and a kiosk has been built on the property. She spoke to Monica Olson, who is in charge of PHIG, and stated that the property will be developed since the bond measure passed and Pleasant Oaks Park will be upgraded. Spatz has several emails about this. She has requested plans from Olson from the School District showing their property line and she has not received any plans. There is a white line on the fence which notes the District’s property line that Park Supervisor Todd Smith measured and marked. Sterrett wants to make sure it is clear and prefers to clarify the property line and the group’s encroachment on District property.
